WHY DOES TRANSCOM & SMRT STAFF HAVE TO “FINE” HANDICAPPED TISSUE SELLERS?

I took the photo showing the Transcom police & SMRT staffs issuing fine to the elderly wheelchair-bound for selling tissues. I understand that selling tissues in public places need a license from NEA but they're too old to even know about all these. They're already handicapped and how could the transcom expect them to travel all the way to apply for a license. Not as if they commit any serious crime or doing any illegal things here.

SAMURAI MASTER GETS 7 WEEKS JAIL FOR BRANDISHING SWORD IN PUBLIC

A "SAMURAI" who got on an MRT train brandishing a sword, which he swung at police officers, was jailed for seven weeks yesterday. Swordsmanship instructor and tattoo artist Peter Chua Teck Choon, 39, admitted to three of seven charges - voluntarily causing hurt to a bus commuter, threatening three TransCom police officers and using criminal force on one of them on Dec 16.
