HDB BUILDING QUALITY IS BETTER NOW, SAYS BCA

According to the Building and Construction Authority of Sigapore (BCA), construction quality for newly built Housing Development Board (HDB) flats has improved over the years. Assessors from the BCA, who conduct inspections on different corners of the flat such as the quality of the home, its workmanship and whether it is safe to live in, use a scored checklist under the Construction Quality Assessment System (Conquas), which reflects the overall workmanship quality. The higher the Conquas score, which is upon 100, the better the workmanship.

Residents who face quality issues may report them to the Building Service Centre managed by the developer during the 1-year warranty period. If the developer fails to address them, the buyers will have legal recourse against the developer as provided under the Sales and Purchase Agreement, Mr Lee said. Responding to questions from opposition leader Low Thia Khiang on HDB’s role in the DBSS projects, Mr Lee said the HDB provides the broad parameters such as the mix of flat sizes and the range of facilities, within which the private developers are given the flexibility to build and sell flats. HDB also sets the buyer eligibility rules for DBSS flats.

HDB TO BUILD 62 MORE EATING HOUSES IN FUTURE PROJECTS

According to National Development Minister Khaw Boon Wan, HDB will build 62 more eating houses for HDB residents in the next 3 years, while the National Environment Agency would build 20 new ahwker cenntres by 2027. This is to ensure that HDB residents will get to enjoy food at affordable prices, said Khaw.

SYLVIA LIM: MND MISREPRESENTING AHPETC’S STAND ON $14 MILLION GRANT

We refer to the Ministry of National Development (MND)’s media release on 4 June 2015 evening on its apparent reasons for an expedited appeal hearing before the Court of Appeal. It is a gross misrepresentation and wrong of MND to say that Aljunied-Hougang-Punggol East Town Council (AHPETC) wants to have government grants “without conditions and accountability”.

MND REFUSES TO RELEASE $14 MILLION IN GRANTS TO AHPETC

Today (29 May), MND filed an appeal against the High Court’s decision. MND still wants independent accountants to be appointed to AHPETC. With the appointment, town council payments from grants, exceeding certain thresholds will have to be co-signed by the independent accountants. MND said, “The Government cannot disburse public funds to AHPETC in the current circumstances, given the very serious findings by the Auditor-General’s Office (AGO) and the High Court.”

GOVT’S MND LOSES COURT CASE AGAINST WORKER’S PARTY AHPETC

The High Court has today (May 27) ruled that the Ministry of National Development (MND) is not qualified to withhold the government grants meant for the Opposition Workers’ Party Aljunied-Hougang-Punggol-East Town Council (AHPETC). According to Judge Quentin Loh, only the HDB and residents of the constituency will have the right to appeal to the High Court and compel AHPETC to execute their town council duties.

FERNVALE SITE PLANS REVERTED TO NORMAL CHINESE TEMPLE

The Ministry of National Development (MND) on Thursday announced that it has signed a Mutual Termination Agreement with Eternal Pure Land (EPL) to terminate a July 2014 award for a place of worship (PW) site at Fernvale Link in Sengkang. Residents had objected to EPL's plans to build a commercial columbarium at the site and Minister of National Development Khaw Boon Wan had promised in Parliament that he would "try to unwind" the issue, after it was discovered that EPL, owned by Australian company Life Corporation, is private company without any religious affiliation.

ALJUNIED RESIDENT CONCERNED WITH MND’S PUNITIVE WITHHOLDING OF GRANTS

As a resident of Aljunied - I am curious. Does this mean that the AHPETC's cashflow problems started because of the Ministry's withholding of the grants in the first place - even whilst the process of the audit team was on-going and not completed yet? Isn't this kind of like punishing you even before the audit is complete - to the detriment of the residents?
