AGGRIEVED DRIVER APPEALS AGAINST SENSELESS TRAFFIC SAMAN, IGNORED BY TRAFFIC POLICE

I was once being fined by TP with $170 & 9 demerit points for inconsiderate driving. Tried appealing and explain to officer that the road design allow drivers to filter into the road towards KPE. If this is not allow the road design should have put ok some pillar to prevent drivers from filtering from the second left lanes to the left lane. Isn't this a straight forward issue ?
