While I welcome Manpower Minister Lim Swee Say's clarification on fraudulent educational qualifications ("Work pass, PR applicants who lie to be 'dealt with firmly'"; Tuesday), it raises several more issues. First, Mr Lim makes a distinction between a fraudulent degree and one that is obtained from a degree mill. However, insofar as some degree mills literally confer on the "student" a certificate without any work being done, the distinction between a company that sells a fake Cambridge University degree and a degree awarded by "Cambridgeshire University" are very slight.

Globally degree mills are seen as illegal. There are reports where workers bought degree and try to pass themselves as graduate. When they are caught, they are at best fired, in some cases jailed. Buying a degree is not a crime, but trying to benefit from it and passing it off as accredited qualification eg using it to gain employment or promotion is a crime in many states in US n many countries. This is to maintain the integrity of degrees issued by tertiary institutes from the states.

It is already clear that the PAP cocked up on the fake degree saga by relentlessly letting foreigners in without doing due diligence.
