WP SENT LAWYER LETTERS TO ALJUNIED RESIDENTS OVER NON-PAYMENT OF S&CC

According to some Aljunied residents, since a few months back, Aljunied-Punggol East Town Council (AHPETC) started sending lawyer letters to residents who did not pay their service and conservancy charges (S&CC), requesting them to pay the owed S&CC or further legal action will be taken against them. Upon receiving these lawyer letters from WP-controlled AHPETC, some residents ran to the Peoples Action Party branch for help to solve their problem.

Do not be fooled by this desperate playing of the “victim card”. The record shows that AHPETC trade fairs have hurt shopkeepers due to high frequency and long duration. JUSTICE VICTOR YEO FINES WORKERS PARTY $800 FOR HOLDING ILLEGAL CNY FAIR

The Workers' Party's town council was fined $800 on Wednesday after it was found guilty last month of breaking the law by holding a Chinese New Year fair without a permit. District Judge Victor Yeo said in his judgment last month that the event from Jan 9 to Jan 30 at Hougang Central was a "temporary fair" which required a permit under Section 35 of the Environmental Public Health Act (EPHA).

MND: 63% OF AHPETC HOUSEHOLDS IN ARREARS ONLY AFTER WP TOOK OVER

Among the 16,000 households in arrears in the estates run by the Aljunied-Hougang-Punggol East Town Council (AHPETC), about 63 per cent — or 10,000 — started owing payments only in the past two years, the Ministry of National Development (MND) said yesterday, citing the town council’s latest submitted report dated April last year. It was also revealed that half of the commercial tenants in the estates were in arrears, compared with the arrears rates of 8.2 per cent for hawkers and 29.4 per cent for households.

GOVT REPORT: WP-RUN ALJUNIED TOWN COUNCIL HAS PERSISTENTLY POOR PERFORMANCE

The Aljunied-Hougang-Punggol East Town Council’s (AHPETC) “persistent poor performance” in several areas is of “grave public concern”, the Ministry of National Development (MND) said. The comments were made in the annual Town Council Management Report, released on Tuesday (Nov 4), which assesses the 16 town councils on five indicators – estate cleanliness, estate maintenance, lift performance, service and conservancy charges (S&CC) arrears management and corporate governance. The town councils’ performance is rated in three bands – green, amber or red.

The trial before District Judge Victor Yeo, which started on Tuesday, will decide if AHPETC had flouted the law in holding the event without a permit. The town council claims it was a "community event" or a "mini-fair". It disputes NEA's assertions that it was a "trade fair" or a "temporary fair" and hence, required a permit under Section 35 of the Environmental Public Health Act. This law states that a permit is required for "any temporary fair, stage show or other such function or activity".

COURT BATTLE OVER WP TOWN COUNCIL’S CNY FAIR BEGINS

NEA reiterated that a permit was required and the town council submitted the forms. But it struck off the words "trade fair" and substituted them with "event". It also stated the event would be held from Jan 10 to Jan 30 as opposed to Jan 9 when it actually began. On Jan 9, the NEA told the town council via e-mail that the application was incomplete and could not be processed. The AHPETC did not respond to the e-mail, nor to a subsequent warning to stop the event.

AHPETC: SPREADING THE BENEFITS OF HIP

In nominating clusters of blocks for the HIP, AHPETC considers the age of the blocks as well as the need to ensure that, over time and in the interest of fairness to all residents, all wards across the Town Council are nominated for such upgrading projects. As a mature town with in excess of 700 blocks of flats, AHPETC hosts many old blocks of flats in addition to those in Kaki Bukit. The exception is Punggol East SMC, which has newer blocks that do not qualify for HIP.
