Sometimes when I take the lift down (I live on the 4th floor, the family with the dog stays at one of the top most levels), I get the full blast of a intense smell. It has occurred to me that this comes from a dog, and just recently I saw the dog itself.
It was so skinny I just stood there stunned when I was staring at it. It was a golden retriever, but it might as well have been called a beige retriever because it looked so sickly and pale. Loose skin was hanging, and the ribcage was prominent. I was pissed off by how poorly this dog looked and how the owners have not sought any remedy for the past year. When a few other neighbors went to the family's door to talk to them, they pretended to be out.
I really need to know if there are any animal welfare centers that can assist this family's dog. The smell itself exudes lack of hygiene, and if the dog really is as sick as it looks, lack of hygiene would only worsen it.
Another thing: this family seems to know that people are aware of the dog being unhealthy. They only walk it around either really early morning or at night.
