NEA, WHY WAS I FINED FOR SMOKING NEAR SHELTER WHEN IT’S RAINING?

Dear A.S.S.,

This photo I show is where I standing there with a bin got ashtray.. Also kena caught smoke in the shelter, and it was drizzling…

The NEA told me I should stand outside the shelter…. So maybe I shld stand on the grass or the road if I want to smoke…?? (the bin is really right beside the shelter)

I was thinking smokers see bin will just walk towards and smoke, so in the first place there shouldn’t put the bin with ashtray so near the shelter.. It is misleading…

There goes my $200…I share this is to warn smokers do not smoke in the shelter, pls stand on the grass or road…
