BCA’S TENDER CALCULATIONS WEIGHTED HEAVILY IN FAVOR OF CHEAP PROJECT BIDS

I refer to previous article criticizing the way LTA award its tender. One comment by a certain Lionel Chong claimed that the price quality ratio is wrong and rubbished the entire article because of one inaccuracy. To find out the truth, I went to BCA website and to my horror, the ratio was worst than 50-50. It says, and i quote below:

“The weightage between price and quality will range from 60:40 to 80:20, depending on the complexity of the project. For design-bid-build projects, since majority of the design by consultants has been done and the technical specifications have been specified, agencies shall adopt price-quality weightage of 80:20 except for special circumstances. For design and build projects, agencies can consider price-quality weightage of between 60:40 to 70:30.”

So, price is given the bulk of the weightage, ranging from 60 to 80% of total score! Quality is only given 20 to 40% weightage! No wonder we have so much problems nowadays.
