What PM Goh wrote in his condolence letter to Ong Teng Cheong’s family in 2002: “As the first elected President, Teng Cheong had to work the new two-key system…”

Do note that PM Goh was writing as head of government, representing the govt’s views. So how can you say that to a grieving family only to years later argue in court that it is not true?
