ARE DEAF ANG MOHS SELLING KEYCHAINS PART OF ORGANISED SCAM?

Apologies for the crude title. Lately I have encountered at least 5 (in the last 3 months) instances where a guy would walk into the cafe I’m in (usually Toastbox) and put the toy keychains and card (see image above) on every table.

After walking one round, he would then collect them back, in an indifferent manner.

Strange thing is virtually ALL of them are Caucasian dudes. Has anyone encountered these people on a regular basis any idea if they are a scam?
