It was reported recently that Ms Chang Hwee Nee will be appointed as the National Heritage Board’s (NHB) chief executive officer (CEO) with effect from May 1. It is well known that Ms Chang is also the wife of Finance Minister Mr Heng Swee Keat. Mr Heng has been touted as one of the potential candidate to be Singapore’s next PM.
Is there any rules of guidelines regarding conflict of interest in the public service, especially in this case where the husband is a very senior politician and the wife is also a very powerful civil servant? Is the Finance Ministry robust enough to ensure that the Minister does not show his spouse favoritism or “give chance”?
Would this couple be another power political couple like our PM Lee Hsien Loong and his wife Ho Ching?
