SBS BUS DRIVER CHATS WITH TALKATIVE LADY NON-STOP, IS THIS SAFE DRIVING?

Dear ASS,

This woman boarded bus 246 in the industrial area in Jurong. From the moment she board the bus. She started to talk to the driver non-stop till Boon Lay interchange.

Safe or not safe for us to take public transport when driver is multitasking. Is there any rules that bus drivers should follow? Safety is very important leh.
