“KIND” PARKING WARDEN ISSUED WARNING BUT STILL SAMAN MOTORIST 2 WEEKS LATER

Two weeks ago, I parked my vehicle on double yellow line less than 2 mins with engine and hazard light on. This cisco officer Raguvaran took photo and prepare to issue fine against me. After my explanation, I just got warning. I thanked the “understanding” officer

Today, I received a summon letter for the incident from two weeks ago. Why did the warden’s warning become an official saman? Where is his credibility?
