Josephine made a shocking discovery when a contractor was changing a door frame in her HDB flat at Ang Mo Kio Avenue 4.
She found that newspapers dated as far back as 1998 was found mixed with the cement that was supposed to be underneath the plastic door frames.
When the she consulted her contractor about what happened, he said that it was not the first time he has come across such a practice.
