IS THIS LTA’S LATEST BUDGET SURVEILLANCE CAMERA TO CATCH RULEBREAKERS?

Hello editors,

My friend just parked his vehicle when he saw a very strange box placed by the kerb. Feeling curious, he went to have a closer look and was shocked to see that it is infrared surveillance camera retrofitted into a plastic box. It looks poorly made and ridiculous. 

We know that LTA are placing surveillance cameras to catch people for illegal parking but this "portable" camera looks really budget and cheapskate. Are they not afraid that he camera would be moved or stolen by others? 

Is this LTA's latest budget camera meant to catch errant drivers who park illegally? Or is this LTA's way of giving chance to motorists who break the rules by using a really lousy camera setup?
