Some 200km of new sheltered walkways linking to MRT and LRT train stations will be constructed by 2018. LTA announced on Monday (2 Feb) that it has awarded the final batch of 2 contracts to build the covered walkways to connect schools, healthcare facilities, residences and public amenities to nearby transport nodes.
The walkways will be built within a 400m radius of MRT stations and a 200m radius of LRT stations and bus interchanges. The 2 contracts were awarded to Or Kim Peow Contractors for a total of $143.8 million.
The first contract, worth $60.9 million, will cover 38 LRT stations in Bukit Panjang, Sengkang and Punggol. The second, worth $82.9 million, will cover 29 MRT stations, including Tanjong Pagar, Marina Bay, Clarke Quay, Telok Blangah, Labrador Park, Pasir Panjang and Holland Village stations. Sheltered walkways will also be built around Bukit Merah bus interchange as part of this contract.
The 2 projects are expected to be completed progressively by 2018. At $143.8 million, the works cost $719,000 per km or $719 per metre.
Who owns Or Kim Peow Contractors?
Or Kim Peow Contractors is a fully owned subsidiary of Singapore public listed company OKP Holdings Ltd [Link]. According to its annual report [Link], OKP Holdings was founded by Or Kim Peow. Mr Or was awarded a PBM medal in 2003. He is the Group Chairman of OKP Holdings. He is also the Vice-Chairman of Gek Poh Community Club Management Committee (CCMC) and the Patron of Potong Pasir Citizens’ Consultative Committee (CCC). His son, Or Toh Wat, is the Group MD of OKP Holdings. He was conferred a BBM medal for “service to the community” in 2013:
He was first awarded a PBM medal in 2005. Like his father, he is also a grassroots leader. He is the Chairman of Potong Pasir CCMC. Or Kiam Meng, another son of Or Kim Peow, is an Executive Director of OKP Holdings. He is also a grassroots leader and Patron of Anchorvale CCMC. Or Lay Huat, third son of Or Kim Peow, is also an Executive Director of OKP Holdings.
Unsurprisingly, he has followed the footsteps of his father and brothers in being a grassroots leader. He is a member of Tampines GRC and Tampines West CCC. To add to the menagerie, Dr John Chen, an ex-PAP Minister of State and ex-MP, is an independent director sitting on the board of OKP Holdings. Dr Chen was an MP from September 1988 to April 2006. From March 1997 to June 1999, Dr Chen was the Minister of State for Communications.
From June 1999 to November 2001, he was the Minister of State for Communications and Information Technology and Minister of State for National Development. He has served as a board member of EDB, HDB, PSA and Singapore Power Ltd.
In essence, the Or family members are all grassroots leaders in various constituencies.
What does OKP Holdings do?
