Mystery Of LTA Motorcycles Parked Under Flyovers

I have been seeing these LTA bikes parked under the flyover in various locations since 2-3 years ago. They are always there even on weekends. Are they eating snakes or working? Because I ever saw them lying down on some recliner chair under the Braddell Flyover when I was driving past slowly.
